Select a Frame and click on the Scale tool, which can be found by clicking on the top left corner in the Figma UI.

For ultra-precise resizing, head to the properties inspector situated at the upper-right corner of your file.
Locate the height and width parameters and input your preferred values. Alternatively, you can adjust the values by dragging them with your mouse cursor. This method ensures you achieve precise proportions.
Bear in mind, any values you enter in the properties fields will directly impact your frame. Hence, it's crucial to select proportions that won't warp your frame. For instance, a 150 x 20 element is likely to appear distorted.
